With Shift + right click -> "Execute as different user", however, a login mask comes up and it is executed, but without admin rights! With "Run as a different user" you temporarily log into and after entering the admin data the program will also be started in the corresponding mode. So my questions: What is the difference between the rights of the logged in user.

 

If you right click -> click "Run as administrator", then no UAC dialog appears and the program is started without admin rights.

This is independent of which level the UAC is set in the Control Panel. Do not you have these rights, so I have to run with admin rights.
